It is a shame that rape was ever covered by ACC. ACC was set up to cover Accidents, not rape, not suicide. There needs to be a serious effort to remove these non accidental events from ACC, which should reduce the cost and bring the rates down. In doing so a victims fund needs to be set up, more than what has, where those who commit serious crimes can have their property sold off and the money put into that fund to compensate rape victims and pay for their treatment.
Yet another horrendous blunder by National put behind us- but at what cost to those affected? I wonder if they would describe what they feel as "an exposed gap"?
