A review of adventure tourism in New Zealand to be released today will mean some small changes in the sector, Prime Minister John Key says.

Labour Minister Kate Wilkinson will release the review.

Mr Key said he would expect to see some changes as a result of the inquiry.

"I think we've struck what I would describe as an appropriate balance -- we're not overreacting to the situation but we are recognising that improvements need to be made."

Discussion of any details about those changes would have to wait until, he said.

A spokesman for Ms Wilkinson told NZPA the Government would adopt the main recommendations made in reports written during the review.

While there was still a lot more detail to be worked through the recommendations would be adopted as they stood, he said.

However, the changes were not drastic: "we're not going to stop people skydiving", he said.

The review was sparked by a letter sent to Mr Key by the father of drowned English tourist Emily Jordan.

Ms Jordan, 21, drowned in Central Otago's Kawarau River in April 2008 after being trapped underwater for 20 minutes while riverboarding.

Queenstown's Mad Dog River Boarding was fined $66,000 and ordered to pay $80,000 in reparation to the Jordan family after admitting two Health and Safety in Employment Act charges.

Ms Jordan's death was one of a spate of tourist fatalities in the past couple of years, including tourists who died while jetboating and quad biking.

The inquiry has been under way since October.
