How about we encourage the artistic displays, and only buff out the vandal tagging? I think there needs to be more discrepancy between large, colourful peices on public land such as train coridors, versus single colour tagging that is just name writing / marking territory on private property. Painting over the good stuff will discourage the graffitists from spending time on the work, and so encourage tagging due to the minimal investment lost.
