After 17 years, it is an image that still sickens us - toddler James Bulger being led out of an English shopping centre by two boys with murder on their minds.

Robert Thompson and Jon Venables were ten years old when they tortured and killed James. It was a case that shocked the world.

Yet after only eight years of “rehabilitation", they were released - returned to society with new identities and clean slates.

Now Jon Venables has been convicted and jailed for another horrible crime, raising the question - should he and Thompson have been let out in the first place?

Watch the video.
