The Ministry of Foreign Affairs has released a briefing paper with 16 of its 26 pages blanked out, which Labour says is unprecedented.
The paper is for the new Government, and the pages in the released version have been blanked because they're considered sensitive.
Labour's foreign affairs spokesman Phil Goff says it's an outrageous farce.
"This sort of comprehensive censorship is unprecedented," he said.
"National talks about transparency and open government - this is about as `open' as you'd expect from the old Soviet Union."
Mr Goff says even the government's foreign aid programme has been blanked.
