An international expert believes more thorough building assessments may have picked up problems with Christchurch's CTV building.
Texas based Civil Engineer John Mander is giving evidence at the Royal Commission of Inquiry into the CTV building collapse in which 115 people died.
He says problems with the building should have received more attention following the November 2010 quake.
“I believe we should work and operate under the adage that these buildings are guilty until proven innocent,” he says.
Mr Mander says the building should not have been occupied after the first quake.
