The inquiry in the collapse of the CTV building continues

A council building inspector has told the Royal Commission into the Christchurch earthquakes that the only training he had in assessing quake-damaged buildings was on the morning he inspected the CTV building.

Peter van der Zee told the hearing he carried out a "level one rapid assessment" on the building the day after the first earthquake in September 2010.

He says the inspection was to identify any obvious external hazards, but there were none so the team he was working with green-stickered the six-storey building.

An internal inspection carried out by another council team three days later also cleared the building but instructions were given for the building owner to engage an independent engineer for a detailed structural report.
