David Cameron has launched a highly personal attack on Gordon Brown calling him “secretive, power hoarding and controlling”.

Cameron has scoffed at Brown’s ability to reform the political system.

He promised new laws to stop MPs using parliamentary privilege to avoid prosecution.

Downing Street dismissed his attack as “desperate”.
