It's not just Wikileaks which is opening up government information to the public.

A nationwide competition is rewarding people for using government data and content to create everything from smart phone applications, to music videos.

And while the information hasn't been leaked, some would argue it's a lot more useful than, say, knowing about Gaddafi's Romanian nurse.
