This is a great idea - as the story says, the city needs a 50m pool now and can't wait until 2018. A quicker solution is available in the form of a temporary pool, however. These pools can be erected and dismantled in a matter of hours and are used for swim meets all over the world. (http://www.myrthapools.com/eng/pools-for-special-events.htm) One of these could be put in as an interim measure until a permanent pool can be built.
