A new law which will punish those who fail to protect a child from abuse is only part of the solution according to the child abuse prevention organisation Child Matters.

If these persons are unable to look after their siblings to such an extent that they inavertinely cause the deaths without any doubt then they should'nt be allowed to have children any more.
