At first this sounds counter productive, but the impact is still huge even wearing a helmet, and head clashes are far more common, even somewhat encouraged by the use of helmets. If your not wearing a helmet, your going to think twice about how you tackle your opposite number. There may be the accidental odd head clash, but the repeated and purposeful crashing of helmets, and heads, would stop.
