Thirteen days of waiting over and many found rubbish in their inner city offices and homes.
Getting into the cordon early this morning turned out to a frustrating exercise.
Sick of sitting in their cars many took to the streets. Bags were dumped on the roadside to take in.
Outside residents grab what they can, washing baskets full of linen, shelves, as much as possible, stacking it where ever it will fit.
Business's owners were doing the same, filling cars and trailers full of documents and files.
At 2 o'clock parts of the cordon were relaxed allowing the public access close to the CBD.
As many businesses are moving out to makeshift offices in the suburbs Sid Kennedy is staying put.
“Of course I am staying the CBD is a great place to work in, I'm not moving,” he says.
Determined to stay on despite the chaos and clean up.
