We need to use our Wellington "Walkwise" wardens issuing tickets for littering. Make the fine an on the spot one at say $20 or $50. Have the wardens carry battery operated EftPOS terminals so offenders couldn't avoid paying with the "Sorry I don't carry cash." this could avoid the costs of the current high penalties having to go through the courts system. Now there's a better income earner even than parking tickets.
