The emissions trading scheme which is now in law won't survive for long in its present form, the Green Party says.

Parliament yesterday passed legislation that sets up the Government's new emissions trading scheme (ETS) by 63 votes to 58 after striking a deal with the Maori Party.

It is a watered down version of the ETS passed by the previous government just before last year's election and gives big polluters a much easier ride.

Green Party co-leader Russel Norman told NZPA the allocation of free carbon credits would put an enormous burden on taxpayers.

"It can't possibly survive in its current form because the level of subsidy is so great, the taxpayer-funded liability is enormous," he said.

"There's just no way the taxpayer can possibly carry the burden."

Dr Norman said National and the Maori Party had failed to take on their generation's responsibility to cut emissions.

"They've passed it on to the next, and it's quite shocking."

Labour also opposed the ETS and, like the Greens, considers it is an inadequate response to climate change.

Climate Change Minister Nick Smith, who is in charge of it, told Parliament it was a workable, affordable scheme.

"New Zealand has been going round in circles for a decade on how to impose a cost on carbon pollution," he said.

"This bill means that from July 1 next year there will be a price on carbon and an incentive for afforestation."

Labour's climate change spokesman, Charles Chauvel, said the ETS was fundamentally flawed.

"It is economically irrational, socially inequitable, environmentally counter-productive and fiscally unsustainable," he said.

Has anyone actually asked the green's what their 'Ideal' green policy would be for NZ. I think it would raise a few eyebrows. As previously posted by others, I think the horse and buggy life for the green's is their utopia....I'll bet you their policy will have us all paying $5 a litre for fuel and knock us back to the year 1900 existance.

Anyone trying to poke holes in their proposed ETS style legislation would make us all neanderthals, as they are the Green party and they know best after all!

Russel Norman, for once I agree with you, except I hope the next change will be to rid us totally of this obviously ridiculous ETS. Global Warming being caused by "man" was CONTRIVED by fraudulently manipulating very imprecise data. The fact we are now experiencing Global Cooling due to the almost nonexistent SUN SPOT activity, resulting in far less solar radiation (energy) reaching us, hence the change of terms to Global Change, and the presumption that we must sequester Carbon, be it CO2 or CH4 from our farm animals will save us from either catastrophe, so they have it both ways. Isn't that just a shade incongruous? The Greens would see us back in the dark ages, no power generation, no air travel, no cars etc unless it had no Carbon footprint, whatever that is supposed to mean. Carbon, like Oxygen and Hydrogen and the last 2 equate with water are all essential to life as we know it. Both CO2 and CH4 sequester into the sea automatically when in excess, and we are nowhere near the levels of both that have been present 100's, 1000's even 10,000's of years ago, even before "man" discovered fire. The facts are there in the Ice Cores and life on earth is recorded in the Sedimentary Core samples too. The REAL scientists - that now outnumber the pseudo so-called scientists by over 20:1 - decry "man made" Global Warming, Change, Cooling, whatever. If we get another mega volcanic eruption - and Yellowstone is overdue - we will see a massive die off of virtually all life. Or another asteroid hit, even a relatively small one will do the same. Greenies, get back on the band wagon of saving whales. If you really want to save the world, go after the real polluters, the plastics industry, pharmaceutical and especially the GMO's Monsanto especially, or are they all too big for you and you only interested in taking the candy of babies.

Honestly, you would think that farmers don't have a case to answer. They need to pay their share for the npollution they cause just like the rest of us. There are already technologies awailable to reduce on-farm greenhouse gas emissions. Instead of sounding like spoilt brats it would be more productive to get on with it and reduce emissions and then everybody will pay less and the burden on the climate is less. Don't forget, NZ relys on a stable climate for our agriculture, it's in our own interests.

thank god we got this one and not the labour greens one which would of bankrupt farmers, made the cost of living too high for most new zealanders. Greens wont be happy until all businesses leave NZ, cars and trucks are replaced with horse and buggy. Can this arrogant Australian go back to his country, nothing worse than a stuck up australian trying to tell Kiwi's what to do.
