UK bank Barclays has agreed a resignation package with ex-chief executive Bob Diamond where he will forfeit up to £20 million in bonuses and incentives but receive a year's salary, pension and other benefits worth £2 million.

What does "up to" 20 million GBP mean? In my book it means "not-exceeding" which I could infer as meaning as little as 1 solitary GBP.
The article also says he waived a "potential" 20 million GBP.
So how about this sloppy journalist drilling-down and asking exactly how much is he waiving.
