What does "up to" 20 million GBP mean? In my book it means "not-exceeding" which I could infer as meaning as little as 1 solitary GBP. The article also says he waived a "potential" 20 million GBP. So how about this sloppy journalist drilling-down and asking exactly how much is he waiving.
