I understand your frustration, the council are more than happy to fine you if your cows contaminate natural water ways but on the other hand fail to live by there own laws and continue to contaminate other peoples properties and water way as they see fit. They also fail to mention when these particular ponds become flooded they pump the excess raw surage into the Manawatu river which is already known to be one of the most polluted rivers in New Zealand. In my opinion if they are happy to put these laws in place they should also follow them.
