The Government is being accused of undermining the fundamental principles of ACC by introducing a user-pays approach to accident compensation.

ACC Minister Nick Smith yesterday announced levy increases of about $200 a year for an average income worker with a car,

Levies for motorcycles also go up at rates which depend on the size of the engine, although less than recommended by ACC's board.

Labour's ACC spokesman David Parker said it was all about people paying more for less.

"The Government's treatment of motorcycle levies is symptomatic of an increasing user-pays approach which is picking off groups of New Zealanders one by one," he said.

"At the heart of these changes is a drive towards user-pays which undermines the fundamental ACC scheme principle of community responsibility - that we all chip in and we all get covered if we have an accident."

Mr Parker said elderly people were being picked on through "callous" changes around hearing loss which the Human Rights Commission believed was a breach of the Human Rights Act.

Using that approach, elderly people could be charged more because they fell more often in the home, he said.

Mr Parker again accused the Government of wanting to privatise ACC, which Dr Smith denied.

"This Government is going to retain the ACC in public ownership," Dr Smith said.

He said the levy increases were a balance between what people could afford and keeping the scheme viable.

Further increases were possible, he admitted.

The levy increases for next year include:

* Employee levy to increase by 30 cents to $2 per $100 of earnings - an increase of nearly $150 a year for someone on the average income of just under $50,000, taking the total levy for them to $990 a year from April 1;

* The motor vehicle levy increases by about $30 a year - from $168.46 to $198.46 from July 1. The petrol levy remains at 9.9 cents;

* The employer and self-employed levy increases by 16 cents to $1.47 from April 1;

* Motorcycles: Mopeds 50cc and under will pay $129.24 (more than double the current $58.97), motorbikes up to 600cc will pay $327.70 (up from $252.69 now) and bikes over 600cc will pay $426.92 (up from $252.69).

Deane, there is no substance to your claims. "this government needs to go. Why? because they have made a complete shambles of our ACC system." Why do you blame National? The one's to blame are ACC and Labour. ACC because of their bad judgement, did you not know that ACC has lost over 750 million in the last two years with overseas investments, don't see that as National's doing. Labour gave ACC to EVERYONE! don't see that as Nationals doing either. This government needs to do the best they can out of a bad situation. ACC has not been running efficiently for a long time, not since National have been in power, get your facts straight.

Chargone, New Zealand has the highest incidence of bronchiectasis for any developed country, this is a third world illness.

Both National and Labour refuse to release poverty and homeless statistics to the UN so on the UN's Human development index we sit 30th in the world with a rating of 0.95 out of 1.

Both National and Labour have both been crticised by the UN previously for deliberately not supplying homeless and poverty figures.

Dysautonomia is a condition diagnosed in every other developed country as an hereditary and traumatic illness. here it is only diagnosed as a hereditary illness so that departments like ACC dont need to take financial responsibility for this condition when it is a result of injuries like car crashes / falls / assaults or invasive surgeries etc.

We have food banks and people living under bridges, the CIA website actually lists New Zealanders as heavy amphetimine users.

25 percent of children in New Zealand are acknowledged to be living below the poverty line by the UN and here in NZ by the Child Poverty Action group.

Just because our cities are considered 1st world, our health system, our welfare system and others, are well below what could be considered 1st world standards.

Last time I checked, we had one PET scanner in New Zealand in the hands of a private hospital.

We are paying higher taxes and levies for services that are lax and dangerous.

Our poverty is hidden in areas like Otara/mangere/papatoetoe, Naenae, Porirua, many towns in the waikato and the hawkes bay.

No we arent like some countries with people living in rubbish tips trawling through the garbage to earn a living but we arent far off it.

And if National and Labour keep up this garbage its going to become more intensified over the next ten years of predicted government deficits.

I understand the need to generate more money because of our economic state, I just dont understand why National always targets those already hurting the most.

a Big problem, and primary reason for lack of change, is this constant idea that the only choices for actually getting rid of the current bad lot is the OTHER bad lot... basically, national and labour. of course, it doesn't help that most of the other parties are either generally ineffective or excessively extremist in one area or another. that said, I'd recommend that anyone planing to vote for labour think instead of the progressives [or the greens, or someone elese, depending on who fits you best], and anyone planning to vote for National either stop trying to hide what it is you're actually voting for and support act [you, yes, you seriously consider this... please evacuate the planet before you harm the rest of us further], or move a party or two towards the center. NZ First, United Future [or whatever we get out of that perpetually shifting alliance of interests next time]... i don't know... do we have any 'right' parties who Aren't crap? [i am going to assume it's possible, but i don't See it...] and pay more attention to your electoral candidates too. do NOT vote for them based on their party. sometimes the best options come from the Oddest places. [the candidate who actually Answered the public's questions in Christchruch last time, with well thought out, sane, and reasonable answers? belonged to the legalese cannabis party. the rest all failed to some extent or another. badly. I disagree with their main platform, but i still voted for this guy, because he himself appeared the best choice. That's telling you something.] Oh, and NZ may have problems and pay taxes far higher than it should... but i think third world might be overstating it a little. still, one would be hard pressed to make a 'first world' label truly stick, yes.

This country is a Banana Republic with a incompetent Govt slipping their way through on the skins. They will not be happy until their rich prick mates have all the cash and the peasants are living with nothing. Oh that's right, that's the way it is now isn't it, and only after 1 year. Let's face it, we were no better off under the last Nanny lot either.

This has got to be the only country this side of the hemisphere with the dumbest tax payer base who get nothing in return for their tax dollars. We should just refuse to pay taxes and bring them down to their knees. Then lets see if they dont listen to reason.

I agree with Dan, this government needs to go. Why? because they have made a complete shambles of our ACC system.

They had put all the claims of a life time into one financial year, and then cry wolf over ACC being in trouble. This is misleading, and the government is acting dishonestly over the matter.

Unfortunately, National are in for a long time because bloody radio hosts are turning JK into a celebratey and not address the real issues.
Just yesterday I heard hosts from Radio Works going on how JK likes coffee and that they feel bad not shouting him one. WTF are they doing. We are in a recession, our global reputation as a green nation has been tarnished because of his lack of leadership on the matter, and all the hosts can do is get excited over the fact that he drinkls coffee. Its stupidifrying us all and not addressing our country's issues.TYhen there is raising unemployment, with JK praising himself about how accurate he predicted it. Who cares that its 7% not 8%, 7% is still bloody high.

When seasonal work is over, it will rais again. Then there is no record on those out of work and not receiving the dole, as in the married house wife who had last her administration job. She cannot get the dole because its income tested based on hubbies salary.

I believe taking that into account, that is those unempolyed not registered, we have an uemployment of arounf 8.5 to 9%.

LOL chris.. this isnt a first world country.. its not even close.. we pay taxes like we are a first world country but our services are thrid world at best.

I had an ACC assessor, british trained.. his exact words were New Zealand is a thrid world country with first world aspirations.

That was so true, because one of my illnesses is bronchiectasis.. purely and solely a thrid world disease and it is out of control here in New Zealand.

What people need to be upset about is paying the taxes they pay which are the equivilent of living in a first world country.. on thrid world services like health.

ACC is already breaching claimants rights! I had a back injury requiring surgery. ACC payed for my physio for 11 months and as soon as I had a MRI, and required surgery! ACC denied my claim, and now they are refusing to even pay for my pain medication I require! They payed for medication for 11 months so what's there problem!

If ACC are unwilling to pay fair compensation for accidents then surely an individual should have the right to seek redress from a third party. If not then this is surely an infringement on an individuals rights an must be regarded as a breach of Human Rights.

I for one should stop paying income taxes on my salary as all other levies and charges on amenties are enough taxation on my income.
