Govt's ETS scheme a headache for exporters - report

The stance New Zealand take on climate change could have an effect on exports if overseas consumers think the country is not being tough enough.

A study by the New Zealand Institute for Economic Research says that the stance poses a higher risk than Government imposed trade barriers, which many countries are currently considering.

The report's author John Ballingall talks about the study.
