LBV the SPCAs main job is actually the prevention of cruelty to animals which is why they prosecute offenders. it is called the Royal New Zealand Society for the Prevention of Cruelty to Animals(RNZSPCA).

THEN we would see who is big and brave and so strong for picking on those weaker/more vulnerable than they are....mongrels.

If it is illegal to mistreat an animal it should be a criminal matter and dealt with like other criminals.
