This is a civil emergency. The community affected must be enrolled and engaged asap. Engange the public and train them up asap (evening programmes) to mobalise them and get them up to speed with what is required....safely. It reeks of the infamous C.A.R.E model. Cover your Arse and Remain Employed (Emparliament). The thinking world is now watchin gour Clean Green Nation response (how Kiwis do it)...not the rugby world cup. Leadership required now.
