Prime Minister John Key has outlined the Government’s attack on the drug P and vowed to destroy the multi million dollar business that it delivers to gangs.

He is making pseudoephedrine a class B2 drug, which means everyday cold and flu tablets, currently bought over the counter, will only be available by prescription

“There's no doubt that the PSE available in many cold and flu medications is fuelling our P problem. That's unacceptable to me,” he said in a speech today.

Key says there is a good alternative to pseudoephedrine and he does not believe prescription will be a problem.

He has described P as seriously addictive and viciously destructive, so pseudoephedrine will become a controlled drug and there will be tight restrictions for doctors, including how it is administered and how much can be prescribed.

Police and customs will get new powers and $22 million will go to fund treatment for addicts; an expected 3000 of them.

The average P user spends about $1900 a month to fuel the habit and often turns to crime to pay for it.

Those who profit from it, normally gangs, make millions and Key has vowed new laws will strip them of the money.

“My message to gangs is a pretty simple and clear one: this Government is coming after your business and we will use every tool we have to destroy it. We will be ruthless in our pursuit of you and the evil drug you push,” says Key.

Key says if this does not work he is prepared to go further and ban pseudoephedrine totally. A bill will be introduced to parliament next week, but it may be a few months before they are law.

I'd rather doctors and pharmacists handled the demand for amphetamines. It has been tried before in Widnes UK, by a consultant Psychiatrist, Dr. John Marks, currently registered and practising here in New Zealand. He was able to prescribe cocaine, herion and amphetamine, but not hashish, coca, nor opium. Nevertheless, a police study into the effectiveness of the trial conducted by local police found a 15 fold reduction in drug acquisitive crime, and very significantly, a twelve fold fall in new cases of addiction. The people on the programme also became free from overdose deaths, and it stopped cases of HIV infection contraction.
Prohibitionists oposition to drug use is ideological, usually with some basis in religion or religious ideals.
We cannot keep amphetamines out of the highest security prison enviroments in this country and around the world. What hope do these new measures hold for all the rest in our so called free society?
Ban some aspect of P here, and it pops up over there. Stomp on it there, and it pops up, up there. The best the Government can hope to play is a never ending game of wack-a-mole where sometimes the wacker and the wacked are at risk of being seriously harmed or killed. In fact, dealers in drugs are a group who do serious harm to one another on quite an alarming basis. This is preventable with the policy of functional regulation.
A major cost of the madness and fanaticism of the new measures, is that the 98% of you who are not interested in recreational use of PSE products will not be able to easily meet their occasional medicinal need for the most suitable OTC product.
P use is not drug problem number one in this country. That title is heald by alcohol abuse. Banning amphetamines totally as recreational drugs gives young people in particular an impression that alcohol is a relatively harmless non-drug, to glug down to our heart's content.
I support focus of future drug policy shifting to community health rather than punishment.
