Prime Minister John Key will personally apologise to the families of the Pike River 29 after a Royal Commission report blamed the Government for lax oversight of the mine.
The report found that weak regulations and inadequate inspections contributed to the deaths.
Mr Key has written to families to say sorry, and will visit them on Thursday.
"I will be sleeping very peacefully tonight, with the commitments that I've made."
He has already said that he'll defend his reluctance to retrieve the bodies.
"In relation to the main workings of the mine, all of the advice we have received is that it is a very, very substantial risk."
Mr Key says the Government is prepared to fund a recovery plan if it's backed by Solid Energy and the High Hazards Unit.
