I hate to say it, everybody likes to blame someone else when this sort of thing happens. CYF cannot be everywhere at once and family's need to take responsibility rather than the government. Boys do not go around shooting people, so my verdict is that no matter what anyone does for a person like this they are going to do it anyway at some stage.
