A dog in Rotorua had to be put down after its owner put a climbing carabiner through its neck, dog control officials say.
The dog, a shar pei cross, would be walked daily with a chain attached to the carabiner.
The dog could not reach a rusty water bowl left for it to drink out of.
The hole in its neck became so badly infected the animal had to be put down, Rotorua District Council animal control supervisor Kevin Coutts told the Rotorua Daily Post.
Rotorua man Howard Roy Rahoroi Paul was ordered by a Rotorua District Court judge to pay $1161 and was disqualified from owning a dog for a year.
He was prosecuted in May but the council has only now revealed details of the case. Mr Coutts says it can now better prosecute animal cruelty cases as one of its staff is trained and certified as an animal welfare inspector.
However, a lack of funding means the SPCA are usually not in a position to take people to court.
