The Maori Council has spent the weekend readying itself for potential negotiations with the Government, but first it wants to be recognised.
The meeting over the weekend called for nominations from the regions for negotiators, but they will only be needed if Prime Minister John Key agrees to meet the council for talks.
Deputy Chair Rahui Katene says the Government can't simply negotiate with a select group of iwi and hapu as it is planning to.
"They're not the only ones involved, and we do need to make it clear to them that although not every Maori has a water claim, it is a claim of national significance to all Maori."
Ms Katene says if the Government fails to respond, the council will go ahead with Waitangi Tribunal or court action.
