A video posted online of a woman forcing a toddler to get a tattoo has caused outrage around the world.

The minute-long clip shows the woman – reportedly the child's mother – pinning down the screaming baby as the tattooing is done on his arm.

The International Business Times is reporting the incident took place in Havana, Cuba.

The mother, who appears to be in her 30s, is heard chanting “mira, mira” to the toddler, Spanish for “look, look”, as loud electronic music blares in the background.

The response from the online community has been extremely negative, with one viewer saying “that's seriously disturbing. Some people should not have the privilege to become a mother. You can clearly see that the child is in pain, and no one is doing anything.”

Other viewers have suggested the tattoo was given for cultural reasons.

Website WorldStarHipHop.com alleges to have first received the video. The clip was uploaded to the site on January 26 with the caption: “people like this don’t need kids”.

If you watch this and think it doesn't matter if it's cultural because the child has no say and this will permanently disfigure him needlessly - I agree. If you think that if it's done for cosmetic reasons, that's just barbaric - I agree. If you then think neo-natal circumcision is somehow okay - congratulations, you're a hypocrite.

And what's worse is that he has no rightful consent over what will be on his body for the rest of his life. Didnt watch it, wont watch it & like Leigha, I too have some form of body art BUT if the film is genuine, it is child abuse of the highest order. To say this MAY be for cultural reasons is to condone torture. Most indiginous cultures wait until the child is to become an adult, however, there is one society that claims circumcision on girls is culturaly ok, this too is abuse that should not be condoned for any reason. My thoughts.

It's horrible to inflict such parental abuse as tatooing a helpless child. State legislators all over this country need to immediately enact laws to prevent permanently damageing children in the future and penalize any parent or guardian who forced this upon a child.
