Some of the country's Internet Service Providers (ISPs) have begun blocking around 7,000 websites on a secret Government blacklist.

The filter is aimed at restricting sites containing child pornography.

But critics claim it gives the Government a free hand to censor anything else it disagrees with.

The World Wide Web is shrinking a little for New Zealand surfers.

An internet filter set up by Internal Affairs is already blocking some websites for customers of two service providers - Maxnet and Watchdog - and others are expected to follow.

“Well it's got a very narrow purpose, in that it's about filtering or blocking access to websites that contain images of child sexual abuse,” says Keith Manch, from the Department of Internal Affairs.

But Mr Manch admits the filter isn't a silver bullet.

“So it's not about solving the whole problem of images of child sexual abuse being available on the internet, or being traded or possessed by people. It's just one of the strands of the rope if you like,” he says.

But online freedom campaigner Thomas Beagle, of Tech Liberty, says it's a slippery slope, with filters overseas quickly expanded to include other material.

“Well we're giving the Government a tool which will allow them to block content, and governments are very keen on using tools once they get them,” he says.

He believes it's a sad day for internet freedom.

“We're joining the group of countries which includes China and Iran and other countries along those lines, who I really wouldn't want to be associated with when it comes to freedom of speech,” he says.

But not all ISPs are expected to sign up for the voluntary filter.

Orcon said in a statement that it has concerns over the filters’ operation and effectiveness:

“Currently we do not have enough detail to be able to address these concerns to our comfort…this is why we have not implemented the filter.”

The big providers like Vodafone and Telecom are expected to join up soon, but Internal Affairs is encouraging ISPs to let customers know if their web surfing is being filtered.

how long until someone hacks into the filter, releases the blacklist and then sabotages the filter?

In the last week we have suddenly had many of our clients on our international hosting accounts not able to recieve their emails and not able to be able to see their web sites. This was really hard to work out as at our office we were able to see all the sites and get all the test emails from all the servers. It wasn't untill tonight that we found that Orcon are one of the three that are not on the government filter and we are connected through Orcon. We have had no disruptions and yet our clients have stated that they feel like their Internet has slowed down over the last week. Is that just coincidental that the filter went live on 11th March about the same time that all our troubles started. Our problem is that there is very little that we can do about it.

Having been involved with IT at a school I can tell everyone that NO-ONE would put up with speed and lag penalties introduced by filtering. not to mention that the TEACHERS whine they can't get their Bebo, Myspace, Facebook, emails

Oh just as a side note Lightseed.
Are you saying that the americans filter our traffic with thier non existant filter as well? because from what you are saying that has to be the case or how would they know who was going to these site?
get a grip fool they monitor the sites to see whos going there not use a filter to identify users.
I ask again show me a link to a site that states that america filters content and i will show you 5 that states that the first ammendment prohibits it.
gee you really should do your homework before posting lightseed as your lack of intellegence is becomeing a joke on these opinion pages.

Yea sure i will lightseed if you would just post a name and email i would be happy to discuss it with him.
Only problem is you will not as then you would be proved a fool once again.
Better yet post a link to a american website that says that this filter is in place?
I could say i had dinner with George Bush but without proof it means nothing. which is what your post means without a name and email address.

You better tell that to the FBI Agent who was involved in the case I am talking about Kim that you know better than him how his investigation started. He's currently working on a book so perhaps you can get in touch with him and correct his facts with what you believe took place. He's actually someone I have known 18 years and was talking to about 4 hours ago about this filter and how bloody happy he is that after a decade of problems with the slack approach to child porn in NZ that they are starting to do something about it. He was also talking about how they have passed on information about rather high placed people over the past few years viewing child porn in NZ has been ignored. About how they have passed on quite a few cases that NZ has not actioned, and that in the pedophile groups where he was working within online undercover, NZ was considered to have a soft approach to child porn and child abuse. I'd also suggest you email your concerns to such people as John Welsh who are very supportive of such filters. flea, no. One site goes down, a dozen more pop up, and there are countries where they just don't care. A few years ago there was a closed door senate hearing where they brought over from some former USSR countries some children who were involved in child porn. These children were earning more from one photo shoot than their parents earned a year. The problem is very complicated to end. If this system is run correctly, where the govts don't have a say in what is filtered, then it will not be abused, and is needed. btw, it's not just pedo's visiting and downloading child porn, it's been shown that teenagers are high downloaders of child porn because it is closer to their age group than adult porn.

people like you Rebecca who have no idea. we do care about this sick stuff but obviously you have no idea and think this will fix it you realize by this going ahead you are giving more control/power over yourself to others period
whats to stop them blocking anything they like 7000 sites its massive twice the size of uk's next thing you know all you'll get is what the government wants you to see its a step closer to a very closed society rather than a fair open one look at the bigger picture and not just the sensationalist headlines this is not about child porn
its just the excuse and people like you are what enable these lying scum to get away with it don't be a sheep read a little more closely

ummm dont all countries have a law against child porn
so all it would take would be a email to the provider to have it taken down what is the point of this other than censoring sites the government does not like 7000 is a huge number i want to know whats on that list however who really cares as they can only block port 80 so in the end is total fail just like the retarded copyright s92a they are bringing in Hardcore downloaders wont be affected in the slightest vpn on https port and strong encryption for the win its a arms race they cannot win there better of doing a blanket charge on all net accounts but thats fail aswell.
you have to ask yourself whats the point as far as i can tell its NZ bending over to ACTA anti counterfeit trade agreement again why do we want to be on board with this

At a guess i would say 90% of child porn is not even on websites as such and more likely hidden in news groups and private forums which wont be blocked so again the excuses for doing this are pretty lame i thought New Zealand was a democracy not a mockery of one was anyone in the wider populace even asked before they did this nope. do i hear a referendum yeah right
i mean wtf was up with the last one we all said no to the dumb law about beating your children and john said screw u guys im not changing it anyway democracy u say im wondering.
DIA should do its job and go about taking these sites down if you can make a list of 7000 site would it not be easier and cheaper to send 7000 emails to the hosting companies of such sites and have them removed and at the same time charge and prosecute if possible the sick bugger who put it there in the first place instead of removing yet another freedom thanks NZ government for yet again doing a lousy job

Yes you are correct labour did begin this process then pulled back when they realised it wasn't going to do what it was ment to do.
The FBI gained the info that you are talking about by monitoring certain sites not peoples browsing habits.
They have no such filter in place.
Believe me not one child will be saved and only the very low level (if that possible) child porn viewers will be slowed down the real pedo's out there will bypass this is 2 seconds flat.
So what does that leave us?
Nothing that helps kids or stops pedo's veiwing thier sick sh!t and a govt controled list of approved sites. Because when they relise that this will not work they will then change it to sites you can visit instead of ones you carn't.

Rebecca, Your argument is just what I am frightened of.Its used very efficiently as a racist slur, and as you have just used it to basically say If you do not agree with me totally you must be a .... racist,..pedophile ...junkie or whatever people dont like.
