A new way of delivering welfare to dysfunctional families won't just be targeted at Maori, the Government says.

Reports have said the programme that is being developed, called Whanau Ora or Well Family, would be delivered by Maori agencies to Maori families.

But Prime Minister John Key said today that wasn't so.

"It won't be just for Maori, there's no way the Government will accept that," he said on NewstalkZB.

"It has to be for every family in need."

Whanau Ora is being championed by the Maori Party and co-leaders Tariana Turia and Pita Sharples have been discussing it with ministers.

Social Development Minister Paula Bennett has said the concept is about bringing together the different welfare agencies, as well as the justice and housing authorities, to help families that were in difficulty.

Ms Bennett's office said today it was about getting better value for money for the tens of millions the Government already spent each year providing services to needy and dysfunctional families across New Zealand.

It would be needs-based, not race-based, and much of the detail was still to be decided.

Mr Key said it was about "joining up" services for families.

"It may even make sense for that joining up and that delivery to happen by a private sector type of organisation like a Waipareira Trust," he said.

I personally think it's hipocrtical of Bennett to scrap the TIA after she used it herself to get off the DPB. Allowances like the TIA should be given out on a case by case basis, not scrapped altogether. It's career "benefiters" that are the issue.

Back on topic though why do we even need two social welfare systems if the second one is going to be available to everyone as well?

I feel for those who are on an invalid’s benefit who now have no funding for training. These are the worst of off all the people in our community.

They are a weak voice, have no fair representation and are left to rot, yet every four years they do New Zealand proud in the special Olympics despite adversity.
Not only do they have to face the day to day challenges being confined to a wheel chair, they also face social discrimination.
Their CV may look good, but once in the interview room it all changes. Most PR companies refer them to Workbridge, only to be offered low paid work no meeting their qualifications.
Shame on this government and shame on New Zealanders for accepting it.

In the other article you were talking about what a great idea a separate welfare system for Maori would be because we needed to do something different because what we're doing now isn't working. You believed it at first, and thought it was good, but now that National's denied that was what they were doing it's good as well. So other people are morons for thinking National was planning a separate system for Maori, but you aren't?

TIA was important and they cut that (I don't get it but a friend of mine relied on this, how can she make 90 for food stretch to cover 100 childcare and food? 1000 course related costs don't cover books and this) She now studies part time. He husband earned the money, now she has to find a way since he died due to a heart attack leaving her with two toddlers.. Then they say they can fund something like this yet not help her? What the?

We are all NZ's We all belong to this country. Now due to the outcry its not going ahead. If only they can stop some of the other policies like National standards which has failed in every country.

Susan, they do offer one peice of fruit in schools for every child every day but think its low decile schools. Not sure if National have stopped this or not. Maybe someone else knows. PS. My friend may now be a solo parent but she doesn't party every wednesday, though I did babysit so she could go to a bbq to celebrate her younger brothers 25th. Is this considered too much of a luxury for someone on a benefit esp after she has gone through in the last 18mths? I know she wouldn't strangle her children either.

There are some bad eggs in every level of society, but not everyone on a benefit is a party animal or neglet their children. My friends children have a very heathy diet. Fruit, baked snacks, veges etc. They are loved and well looked after. A seperate welfare system? Glad it's not going though like this.
