Paris Hilton has managed to outrage the head of World Vision Australia on a shopping expedition in Melbourne.

Paris spent more than $5,500 in just 40 minutes at a clothes shop. That is a rate of $140 a minute.

That would have been enough to give an African village clean water for an entire year according to the charity.

Paris is in Australia for a New Year's Eve party.
