The Canterbury Earthquake Recovery Authority, Cera, want the Christchurch City Council to come up with $100 million to help pay for red-zone properties on the Port Hills.
The 285 at-risk properties have been valued at $205 million, and Cera says the costs will be equally shared.
That's a $100 million ratepayers knew nothing about and that city councillors say they knew nothing about.
