Tertiary Education Minister Steven Joyce says universities need to do more to attract international students.
In response, Otago University has raised its cap on international students to 15 percent - up from 12 percent.
Professor Sarah Todd, the Pro Vice-Chancellor International of Otago University, says the school already has a large number of American international students.
Ms Todd says Otago’s student culture may work in its favour in attracting international students.
