Prime Minister John Key says he will attend the UN climate change conference in Copenhagen later this month.

Mr Key had originally not intended to go the United Nations talks because he saw it as a "photo opportunity" where any firm conclusions on a binding international agreement to reduce greenhouse gas emissions would not be reached.

However pressure built for him to attend as other leaders including United States President Barack Obama announced they were attending. World leaders are facing increased pressure to take a stand and force through an agreement.

This morning Mr Key confirmed he would go to the conference which will be held on December 17 and 18.

"I have reassessed our position and taken advice from our negotiating team," Mr Key said. "I have decided that on balance it makes sense for me to be there for the leaders' meeting."

Mr Key said the circumstances had changed in recent weeks. "While it's unlikely a binding agreement will be reached at Copenhagen, political momentum is growing which is why in recent weeks a lot more leaders have indicated they will be attending.

"By my absence I wouldn't want to give the impression that New Zealand isn't committed to playing its part in the fight against climate change.

"The fact is that the Government is committed to doing something about climate change, balancing our environmental responsibilities with our economic opportunities."

Earlier former head of the World Trade Organisation Mike Moore said the decision would give New Zealand access to higher level talks.

Mr Moore, also a former Labour prime minister and foreign minister, told Radio New Zealand that it made a difference for leaders to front up.

"These things are very structured, there will be informal meetings with prime ministers and presidents, there'll be another tier of ministers, then there's another tier of senior officials so he will get better access than just his ministers," he said.

"But whether this will change the result is another thing, because much of this is precooked (negotiated in advance by officials) as it should be."

Mr Moore said New Zealand's emissions trading scheme (ETS) legislation was flawed but the country had a point of view to present. Mr Key would also be able to use the meeting to build contacts that would help him in years to come.

"He can cement his personal relationships on this and other issues, New Zealand can make its case in a modest way, there ought to be some sense of proportion about this -- the whole world is not waiting to hear what New Zealand says.

"If New Zealand does nothing or closes down and every person leaves that would have about as much impact as stopping China for about 24 hours not even that, but it's worth doing we must play our bit."

Climate Change Minister Nick Smith, who pushed hard to get the ETS legislation through Parliament ahead of the conference, is to attend the conference.

Australia Prime Minister Kevin Rudd is going too. He is in a difficult position after his parliament rejected yesterday laws to set up a carbon trading scheme.

LOL John Key a strong PM? John Key great at adapting? thats like saying that we could all vote green and still get exactly the same results as politics is all about adapting at the time.

Screw have scrupples or conviction, lets not make them stand behind the things that they promise pre-election, in the words of alien, lets all just watch as they do what they like even if the majority arent in support of it.

Politics used to be about conviction and having clear goals, now its about adaptability?.

John Key maybe an adaptable PM but he isnt a man of great conviction who keeps his word (otherwise we would have all of our tax cuts) that is, other than in his support of business.

The question remains, what further tax hikes will we see, and how will they continue justifying it?.

We have the ETS to pay for, Road Tax's in Auckland, Extra Income based Acc Levies and ACC registration levies, so what next Mr Key? A capital gains tax? GST increases? (perhaps that one is a myth so that next year they can go.. oh wow arent you lucky we dont have to increase GST now, to make themselves look like the hero's).

Politics isnt about adaptability, its about who the best liar at the time is, and right now thats JK hands down.

John Key, a strong PM? Psssh, I was a national supporter 'til he came on the scene. He is a spineless waste of space, I can't look to anyone who doesn't have conviction to lead this country and he certainly doesn't. I'd actually admire the guy more if he stood by his convictions. And listened to the NZ public, as opposed to other world leaders. Because let's NOT kid ourselves, he's not going to Copenhagen because NZ wants him to, he's going because Obama's going, more or less.

LOL when I heard Obama was going I knew John Key would eventually change his mind and decide copenhagen was now a worthwhile trip... JK loves a good photo opportunity.

Madness, John Key has only ever done things that support business.. I wouldnt be suprised to see a capital gains tax brought in so that Key can lower the business tax rate, so small businesses will get something from key but those starving below the poverty line will get no reprieve, they will have to suffer yet again if English and Key decide to rip off New Zealanders with a hike in GST.

How typical, JK gets slammed for not going, changes his mind and gets slammed for deciding to go. Just proves that politicians are damned if they do and damned if they don't.

Actually John Key has been a strong PM, and has shown just how a country should be run. Sadly in NZ people do not seem to understand that the political field is constantly changing, so decisions constantly change.

In my opinion, nobody ever thought John would be a strong PM.Not even himself. Now that we as PEOPLE have him there, the only choice, again in my opinion, is that we wait for 2011 and put some body as bold as WINSTON PETERS.He may not have the money but he has the "ROUNDS" to call a spade a bloody spade!!!

I'm right with ya madness!! I would love to know when they actually step out of their fancy NZ taxi payer funded catered lunches and morning teas, to see how hard it is already for Businesses to Survive. It's the middle class as usual that get nailed. People that don't work or on fake illnesses or fake solo benefits get off sweet, the rich just get richer, and middle class fund everyone else.
No Anne, nobody misses Helen, she is one for the past how many years ruined this country, and when she finally loses, to national because of his promise to make it easier and lowering of taxes.... which we are yet to see.
They all talk the talk till they get in there, we should start from scratch and put in people that actually care about this country rather than the perks they get.
Start a fresh I say, It's about money money money... It's scary a lot of people talk about not wanting to bring up their children in this place because of what this place is turning into. This place would be amazing if it was run properly, ACC are full of crap, stop wasting money on the advertising. If they had their way everyone would be rapped in bubble wrap. I bet people that make all the decisions, are the geeky kids at school, and their mothers never let them do anything. This country needs to harden up, bunch of blouses!!! .....ohh that felt better letting that out :)

Ps. Enjoy your Tax paid holiday in Copenhagen John, you will be dearly missed i'm sure....and say hi to Osama for me too

He's only doing it because of all the bad publicity he is getting over it. It won't get you re-elected John, these brownie points won't be enough with all the mouthly off about ACC, Kiwi Saver, the pension and GST etc etc. Speaking of GST why not just put the last nail in some of the small businesses coffins.........raising it to 15% is going to put people back not forward that is for sure. The lower income are barely holding on now let alone if costs go up again. But hey the MP's pockets are full so they don't care!!!!

How do you rate Steven Joyce?

John Key clearly rates his Transport Minister Steven Joyce - but how well do you think he has performed since National came to power....
