I'm sure like Graham Henry for speeding Hamill won't be prosecuted for insecure load like anyone else would be. It doesn't matter who tied them on, or rather who didn't, as the driver it's his responsibility and the fine is about $1200; well it is for truck drivers even if nothing falls off, but it isn't tied down even though it is contained inside the vehicle and has absolutely no chance of falling off. That's the law, I bet it's not enforced even though any one of those oars could have killed or maimed someone, just like the truck driver who was seriously injured by another piece of rowing equipment, a rowing skiff, that came loose from a trailer.
