At the end of last week Tonya Bennett was sentenced to a minimum of 11-years non-parole for deliberately setting fire to Lynnette Chapman’s house and ultimately causing her death.

Two weeks prior to the fire, Chapman and Lynnette’s son, Brad, ended their relationship.

Paula Penfold investigates how a sixteen-year-old girl came to commit such a callous act and why she was under so little supervision at the time.

I'm not a professional but clearly this girs have posttraumatic symptoms. DID, BPD or something similar would have been her diagnosis. Anybody knowing the meaning of this also knows that she is the victim in the first place and that discussing this in terms of guilt is profoundly ignorant. I'm amazed of the medieval tone of this clip. There was not one single word mentioned about trauma treatment, instead words like "socializing", "responsibility", "right" and "wrong" where thrown forth and back! Is this 2010 in a civilised part of the world?

Had this horrible incident not occurred.. would SYFs have sat back in the knowledge her program wasn't working, waited until she was an "adult" and dropped her - allowing her to eventually flow on to corrections. Deinstitutionalisation policies at the end of last century were good for some but has swelled our prison population. A percentage suffering a regression to what was done 100 years ago.
We pay so much for the pushing of pens and creators of documents and pay the least for workers in the field and even less for their training.

It is clear That CYFS needs a major change. Their head does not even recognise what role they have in taking care of young people. It is Ok that CYFS dont accept responsibility for Tonya's behavior, however they do have to take responsibility for having ineffective systems and procedures in order to better look after young people in the future. By taking no responsibility whatsoever for what happened is arrogance . Arrogance in saying we are all right we spent the $400000 and she chose to kill someone. Have you noticed that arrogant people and organisations learn the least, change the least because they think they are good enough, the problem lies outside of them. CYFS needs a new leader someone who recognises the part they play in looking after the taxpayers interests... in being effective with our hard earned taxes.

I feel that CYFS are to be blame for this young lady running crazy and doing such a damage thing. She would of mention in numerous meeting attended by family and CYFS that she better off not been with family. CYFS would of said NO - instead of understanding her and family, CYFS can only do so much/ but understanding family are better notice then putting them with someone they don't know. Il had family go through the system and it was hard to see them suffer. CYFS system needs to step up their game. this matter and other issues has arrised over many of years, if they don't sort it now (More of accident will accure). Strong advise is if any child in care they better off with family members. CYFS arise to this matter then sweeping under the mat. Il lived it and understand it and how their system is.....LISTEN to the cleint/and members of the family they know best not the system. Much Arohanui Leena

As a teenager myself, I am shocked and disgusted at where this world is headed with new generations committing such felonious acts. Blame the system, have it changed, who will bring justice to you if something happens? Everyone criticizes, no one thinks about the consequences. Learn from this girl's mistake to grow a better future for this world.

What about the Chapman family,they now have to survive without a mother to love and nurture them. Shame on you Tonya you know what is right and wrong. It is always easy to blame the system rather than taking a long hard look at yourself.

I worked for Cyfs when Tonya was 12 and her behaviour was evident then. CYFS have no idea how to raise children and they are one of the most dysfunctional government organisations, 80% of child abuse cases investigated are custody issues btw parents and dont amount to anything - what a waste of taxpayers money. The 20% that are worthy of investigation therefore get side tracked - Cases that should be dealt with immediately but arent because CYFS doesnt says that 'all complaints need to be investigated' which is why so many false complaints are filed - because this silly govt dept entertains them. To spend $400K over 16 months on Tonya to no avail speaks volumes. These children need love not money thrown at systems that are ineffectual. A co worker when I worked at CYF's was one of the best in her field I have ever seen but the volumous amounts of paperwork required to achieve anything good in CYFS eventually wore her down too....Shame on you Ray Smith. The system that you represent is supposed to stop child abuse but your bad practises merely perpetuate it.

Well what can you say about a System that is meant to protect and assist our Tamariki to live normal productive lives but instead lose our Tamariki in the system destroy families and expect to be seen as the protectors. Who are the real protectors of these children?
