I'm not a professional but clearly this girs have posttraumatic symptoms. DID, BPD or something similar would have been her diagnosis. Anybody knowing the meaning of this also knows that she is the victim in the first place and that discussing this in terms of guilt is profoundly ignorant. I'm amazed of the medieval tone of this clip. There was not one single word mentioned about trauma treatment, instead words like "socializing", "responsibility", "right" and "wrong" where thrown forth and back! Is this 2010 in a civilised part of the world?
Had this horrible incident not occurred.. would SYFs have sat back in the knowledge her program wasn't working, waited until she was an "adult" and dropped her - allowing her to eventually flow on to corrections. Deinstitutionalisation policies at the end of last century were good for some but has swelled our prison population. A percentage suffering a regression to what was done 100 years ago.We pay so much for the pushing of pens and creators of documents and pay the least for workers in the field and even less for their training.
It is clear That CYFS needs a major change. Their head does not even recognise what role they have in taking care of young people. It is Ok that CYFS dont accept responsibility for Tonya's behavior, however they do have to take responsibility for having ineffective systems and procedures in order to better look after young people in the future. By taking no responsibility whatsoever for what happened is arrogance . Arrogance in saying we are all right we spent the $400000 and she chose to kill someone. Have you noticed that arrogant people and organisations learn the least, change the least because they think they are good enough, the problem lies outside of them. CYFS needs a new leader someone who recognises the part they play in looking after the taxpayers interests... in being effective with our hard earned taxes.
