New Zealand is at a pivotal point in its history and bold changes are needed to prepare it for the future, Labour leader David Shearer says.

However, he didn't give any indication of what Labour would do about that in a speech to a Grey Power meeting in Auckland today.

"I will be laying out a comprehensive set of policies in the run up to the 2014 election that I believe will make a difference," he said.

"We will be very deliberate and considered in this process."

Mr Shearer has said very little about his policy plans since replacing Phil Goff after last November's election.

Most of his speech was about state-owned assets and Labour's pledge not to sell any of them.

He's expected to outline his plans in more detail in about three weeks.

That's because he does not have a clue. This man has already proved to be indecisive and pathetic. Where is he on the waterfront strike ? Does not Labour stand for the workers and the poor ? That's why they are called LABOUR. Not any more it seems. He sit's on the fence 'and thinks about it'. Goff was bad enough but Shearer is even more useless. Cunliffe should really have been chosen - he has some mongrel in him. National will be sleeping easy for another 3 years.
