In 2001 a young man by the name of William Bell entered the premises of the Panmure RSA in Auckland, with heinous intention.
He killed three people and left one - Susan Couch - for dead.
She survived, and for the last seven years has been trying to prove the Department of Corrections should be punished for its mistakes.
She wants her case to be heard in front of a jury, but has been denied that request, and she wants to know why.
