Running over Black Swans, as for the person driving the boat who is clearly an animal with intelligence than a swan, confiscate the boat and anything that was slightly related to the incident, then the maximum fine to go to the SPCA and a sentence of long community service plus a good head shrink as he has a problem. As for the passengers, the one who handed the video over appears to have some conscience, and the rest need some community work too, maybe at the zoo or SPCA cleaning enclosures.
