Instead of dialling 111 for help, people may eventually be able to text emergency services when in need.
A Telecom fault earlier this year prompted a review of the system, after 30 111 calls went unanswered.
The deaf community has been able to use text messages to contact emergency services since October.
Now, there's some suggestion it could be rolled out nationwide late 2011.
