Really, why move in the negative direction when by closing brothels, cozzie clubs and the others at 12.am (or even earlier) there would be far less drunks out on the streets than at present. You dont right an imballance by piling on more weight you do it by cutting back on existing

If it wasn't all about money the bars would be closed at midnight (or at least prevent people entering after then) and the streets wouldnt be filled with drunken youths at 4 in the morning...
