Not only was there no one to force the boat into the path of the Japanese ship but these men would not have put their lives in such obvious peril if the plan had been to cross paths with the Japanese vessel. The water there is calm and then all of a sudden the jets produce heavy output thrusting the boat into the ship. It's fairly obvious that it was intentional on the part of whatever individual was in control of the ady gil at the time of impact.
