When will the proper Chch rebuild begin?

The Christchurch skyline is crammed with cranes. Normally that is something you would associate with progress and prosperity, but the reality is this is still a city in the process of being dismantled, and the rebuild proper has yet to arrive.
Whether you're a home owner or a business, one word seems to encapsulate the current situation in Christchurch and that is when.
When will the rebuild start, when will the insurance companies payout, when will life move on?
The answer may lie with the release of Cera's blueprint for the central city's redesign, due out at the end of the month.
As John Sellwood reports, "when" can become a pretty boring question when you're stuck in limbo and just want answers.
