Yes the stocks are up, but they're only at between 18 - 23% of their virgin biomass (i.e.e the numbers there were before humans began catching them). Over a million kiwis enjoy fishing every year vs a small number of commercial fishers (like corporate head, Eric Barrett)and yet the Quota Management system, for all it's positive qualities, is the instrument that allows money to over rule people. LEts see the government grow a pair & give somehting back to the people that costs them nothing (and probably increases tax take on purchases like gas, boats, bait tackle etc!).
