Will Labour's youth employment strategy work?
Labour says if elected, it will have all teenagers learning or earning within three years.
Currently nearly 60,000 young people are not in education, training or work, but leader Phil Goff says his party's youth skills and employment package will fix this.
And its main policy? Paying employers the equivalent of the dole for taking on apprentices.
