A bizarre incident in Germany where a man insulted gang members, threw a puppy and stole a bulldozer has German police baffled.

The 26-year-old student allegedly drove a car into grounds owned by the Hell's Angels gang, dropped his pants and threw a puppy at the confused bikers.

He fled, stole a bulldozer and led police a snail-paced police chase on his way to Munich.

After causing a 5km traffic jam, the man got out of the bulldozer and ran to his home, where he was apprehended.

"What motivated him to throw a puppy at the Hell's Angels is currently unclear," a spokesman for local police was reported as saying.

The puppy is now safe at an animal shelter.
